Kaiō wasn’t bright back to life by the wish that revived all of Cell’s victims because he specifically declined from being resurrected so that he could keep Goku company in the afterlife. Goku specifically says so at the end of the Cell arc.
He is not being revived because Goku keeps forgetting about it. But its real reason is humour side. Every time goku visit king kai he has a reason to taunt Goku why he should help him. Also other Kai’s can make fun of him.
So to get back to your question he chose not to be revived at the time and Goku never attempted to revive him since, due to forgetting and not seeing it as a big deal since he’s a god, until King Kai expressed his desire for it.
Back in the ‘Universe 6’ saga, Goku made a comment about reviving King Kai, but the wish never went through. So, episode 68 sees Goku promise to see the resurrection through and goes hunting for Earth’s Dragon Balls once again.
He decided if he were dead, the earth and his family would be left alone. Goku chose not to return after cell because the enemies before Buu came to earth and hurt his friends because he was a major factor. -He was Raditz’s brother so he came to earth because of Goku.

It is totally dependent on the characters which to use, if Goku decides to use only god-ki then his friends like Krillin would never be able to sense his power (ki). He uses both forms of ki. Even Supreme Kai have both ki, that’s the reason Goku could sense him.
16 Weaker: King Kai
This was made obvious when Goku and other fighters trained under him, and became immensely stronger in the process. We rarely get to see King Kai fight, but it’s fair to say that he probably has a few tricks up his sleeve. That being said, he would have no chance against Goku.

We know that in SSG, Goku, had the power to heal himself. But what he did for Roshi was literally reviving him. Which might mean that god Ki allows one to bring back the dead to life.
After Gohan defeated Cell, Goku chose to stay dead for fear that every threat that came to Earth was because of him and that Earth was safer with him gone. He stayed dead for 7 years and had limited time on Earth so he’d have to leave and go to Otherworld again before Old Kai granted Goku life again.

North Kai, also known as King Kai, is the governor of the north quadrant and a big part of the series. He is the strongest out of the four Kais because his fighters showed exceptional skill despite seeming more human than the others.
